Oversaw the design of a Tourism Master Plan for the Government of Peru. Tourism was the first sector in Peru to have a long term approach through a 15 year scope plan.
Has actively participated in various community relations projects for private and public entities, including mining companies, local municipalities and private associations.
Established marketing strategies and milestones for the Northern Circuit Tourism Organization amongst others.
Produced tourism development plans for local governments, mining companies and Chambers of Commerce and Tourism; identification and development of Tourism Clusters.
As Vice Minister of Tourism, José Miguel oversaw tourism feasibility infrastructure projects for various regions in Peru.
Oversaw the organization of seminars and conferences in tourism and education such as the WTTC (World Travel and Tourism Council) Regional Summit in Lima.
Under José Miguel´s management CENFOTUR, the Education Centre for Tourism Professionals, expanded to Cajamarca, Chiclayo, Cusco and Huaraz and was the first Tourism Education Centre in Latin America to be awarded the TEDQUAL World Tourism Organization certificate.
